In November 2019, the General Office of the Communist Party of China Central Committee and the State Council issued the Opinions on Strengthening Intellectual Property Protection, calling for establishing a social co-governance model and encouraging industry associations and chambers of commerce to develop self-policing mechanisms and information exchange networks for IP protection. These principles were further codified in the Guangdong Provincial Intellectual Property Protection Regulations and the Shenzhen Special Economic Zone Intellectual Property Protection Regulations.
The Shenzhen Market Regulation Administration (Shenzhen Intellectual Property Office) implements these national, provincial, and municipal directives by empowering legally qualified organizations—including industry associations, chambers of commerce, industrial parks, and commodity trading market operators—to establish independent Intellectual Property Protection Service Stations. These stations focus on supporting Shenzhen’s "20+8" strategic emerging industries and key sectors, providing targeted services such as:

- Legal advisory
- Rights protection assistance
- Dispute mediation
- Compliance guidance
By delivering these streamlined IP protection services, the stations bridge the final gap between enterprises and institutional support systems.
