Introduction to the Copyright Licensing Professional Committee of Shenzhen Copyright Association
I. Background
Under China’s national strategy to build an intellectual property powerhouse, Shenzhen prioritizes innovation and protection in the copyright industry, integrating it into the city’s "20+8" strategic emerging industrial clusters. As China’s first "National Demonstration City for Strong Intellectual Property Protection," the Shenzhen Copyright Association established the Copyright Licensing Professional Committee ("the Committee") in 2021 — Shenzhen’s first industry-specific, professional copyright licensing body. Leveraging the Association’s expertise in copyright registration, dispute mediation, and digital record-keeping, the Committee advances national policies for commercializing copyrights. It drives copyright-enabled real economic growth and positions Shenzhen as a global hub for copyright innovation.
II. Core Functions
The Committee focuses on the healthy development of Shenzhen’s local copyright industry through these key functions:
1、Industry Collaboration & Commercialization
Develops platforms connecting copyright content (literature, art, design, software, music, etc.) with traditional manufacturers to commercialize IP licensing. Facilitates cross-sector partnerships between local IP holders and modern fashion/digital creative industries to enhance the added-value of original copyrights.
2、Online Licensing Platform
Operates digital licensing matchmaking services via the Shenzhen Copyright Public Service Platform and mini-programs, offering a curated copyright repository to link rights-holders with manufacturers.
3、Industry Events & Capacity Building
Co-hosts IP events with brands to identify top copyright managers and IP projects. Delivers licensing training, salons, and business matchmaking sessions to strengthen corporate copyright operations.
4、Copyright Industry Database Development
Integrates full-chain market data (animation/game IPs, museum/gallery brands, art IPs, supply chains, cultural derivative markets) into a structured database. Conducts industry research and publishes whitepapers on copyright licensing.
5、Commercial Projects & Implementation
Forms an original IP industrial alliance with local associations to channel copyrights into the "20+8" industrial clusters. Partners with shopping malls and cultural parks to launch IP pop-ups, art installations, and exhibitions, boosting foot traffic and sales conversion.
